
A story yesterday on Page B1 about Artie “Chip” Owen, a board member of the Southeastern Economic Development Corp., incorrectly said that in September 2007, the San Diego City Ethics Commission cleared Owen of conflict-of-interest allegations related to Pacific Development Partners and PDP Imperial Partners.
In fact, the commission responded to a complaint dealing solely with an allegation that Owen had failed to properly report his investment and ownership interest in Pacific Development Partners on his annual disclosure forms. The complaint did not include any allegations regarding conflict-of-interest violations. The commission found he had properly disclosed income from Pacific Development Partners on those forms and also found that the complaint was based on speculation rather than factual allegations. According to Ethics Commission procedures, such a complaint does not warrant a formal investigation.
The story also said property on Market Street near 54th Street in San Diego was sold to the Southeastern Economic Development Corp. In fact, it was sold to San Diego's Redevelopment Agency, which oversees the SEDC.
